These terms govern access to and use of the vircard.io service. The service is operated by __operator details__ (hereinafter “we”, the “service”, “Vircard”); a user is any person who has registered an account or otherwise uses the service.
Vircard is a technology service that provides access to the issuance of virtual payment cards through a partner payment infrastructure. Cards are issued by a licensed issuer; Vircard is not a bank and does not accept deposits.
Version dated September 1, 2026.
1. Subject Matter and Acceptance of the Terms
These terms describe how access to the service is provided and the rights and obligations of the parties. By registering an account, issuing a card, or topping up your balance, you confirm that you have read the terms, agree to them, and undertake to comply with them.
If you do not agree to the terms in full, you may not use the service. The current version of the terms is always published on this page.
2. What the Service Is and What It Is Not
The service provides a dashboard through which you submit a request for the issuance of a virtual card, manage issued cards, top up your balance, and view transactions. The cards themselves are issued and serviced by the partner’s payment infrastructure.
The service is not a bank, does not provide banking services, does not accept funds as deposits, does not extend credit, and does not provide investment or advisory services. The rules of the payment systems and the issuer’s requirements take precedence over the capabilities of the dashboard.
3. Registration and Account
An account is required to access the service. By registering, you confirm that you are at least 18 years old, that you act on your own behalf, and that the information you provide is accurate.
- You are responsible for keeping your password secure and for all actions performed in your account.
- You may not give third parties access to your account or register an account using another person’s data.
- You must notify us immediately of any loss of access or unauthorized login.
- We may request the documents and information necessary to verify the user as described in the AML Policy.
4. Card Issuance and Use
A card is issued on your request after successful verification. We do not guarantee card issuance to any particular user: the decision is made taking into account the requirements of the issuer, the payment systems, and applicable law.
The card is intended for paying for goods and services on the internet within the available balance. Whether a particular merchant accepts the card, the availability of certain types of transactions, and the applicable limits are determined by the issuer and the payment system, not by the service.
5. Balance Top-Ups and Fees
The card balance is topped up by the methods available in the dashboard. Funds become available after the payment infrastructure confirms the credit.
The current pricing — the card issuance fee, the top-up fee, and the minimum amount of the first top-up — is published on the Pricing page. The terms of a specific plan apply in the version in effect at the time of the transaction. Fees of third-party payment providers and exchange rate differences may be additionally withheld on their side.
6. Prohibited Use
It is prohibited to use the service for transactions that violate the law, the rules of the payment systems, or the issuer’s requirements.
- Transactions related to the laundering of proceeds of crime and the financing of terrorism.
- Payment for goods and services whose circulation is restricted or prohibited by applicable law.
- Fraudulent transactions, circumvention of sanctions restrictions, and payments made for the benefit of persons on restricted lists.
- Actions aimed at circumventing the service’s checks, including providing false information and using another person’s documents.
- Automated interference with the operation of the service, attempts to gain unauthorized access, and load-generating or scanning requests.
The full list of restrictions and prohibited categories is set out in the AML Policy.
7. Liability of the Parties
We ensure the operation of the service and process your requests, but we are not liable for a merchant’s refusal to accept the card, for decisions of the issuer and the payment systems, or for interruptions caused by circumstances beyond our reasonable control.
You are responsible for the accuracy of the information you provide, for the lawfulness of your transactions, and for compliance with the requirements applicable to you at your place of location. The limits of the parties’ liability and the procedure for compensation are determined by applicable law and specified in the section __operator’s liability procedure and limits__.
8. Suspension and Blocking
We may suspend access to an account, an individual card, or a transaction if there are grounds to believe that these terms or legal requirements have been violated, if the information about the user is inaccurate, or if the issuer or an authorized authority so requires. We notify you of a suspension by an available means, unless disclosure of the reason is prohibited by law.
9. Refunds and Card Closure
A card can be closed in the dashboard. The remaining funds are returned by a method available for your account, after settlements for previously completed transactions are finished and the fees due are withheld.
The card issuance fee and withheld top-up fees are non-refundable. Disputed card transactions are reviewed in the manner established by the payment system and the issuer; review periods are determined by their rules. The procedure and timing for returning the remaining balance are specified in the section __procedure for refunding the remaining balance__.
10. Changes to the Terms
We may amend these terms and the pricing. The new version takes effect upon publication on the website, unless a different period is specified in it. We endeavor to additionally notify dashboard users of material changes. By continuing to use the service after publication, you accept the new version.
11. Governing Law and Dispute Resolution
These terms are governed by the law of __applicable jurisdiction__. The parties seek to settle disagreements through negotiation: a claim is sent to the service’s contact address and is considered within a reasonable time. If agreement cannot be reached, the dispute is submitted for resolution in the manner established by __competent dispute resolution body__.
12. Contacts
Send questions about these terms to __address for user inquiries__ or to the postal address __operator address__. The operator’s details are __operator details__.
